Section 1

Understanding of Requirements

Piedmont Air & Heat, LLC has carefully reviewed Solicitation FA480326B0001 and fully understands the Government's requirements for design, demolition, and installation of HVAC equipment in Building 611 at Joint Base Charleston, South Carolina.

Our understanding of the key requirements: (1) Develop a complete mechanical design incorporating the existing chiller and chilled water pump, which shall remain in place and be integrated into the new system. (2) Safely remove existing HVAC equipment designated for replacement per applicable regulations. (3) Procure and install new HVAC equipment per the approved design, including all associated piping, controls, and electrical connections. (4) Complete all work within 167 calendar days after Notice to Proceed.

Piedmont brings 15 years of commercial and government HVAC experience, including direct prior performance at Fort Liberty and a $485,000 design-build chiller integration project at Cape Fear Valley Medical Center — directly analogous to this solicitation's retained-chiller requirement.

Section 2

Technical Approach

Phase 1 — Design & Engineering

Days 1–21

Site survey on Day 1–3 to assess existing chiller and pump condition, capacity, and integration points. Licensed mechanical engineer produces complete design package: mechanical drawings, P&IDs, load calculations confirming retained equipment adequacy, and controls sequence of operations. Submitted to COR by Day 18.

Phase 2 — Demolition & Site Preparation

Days 22–42

Refrigerant recovery by EPA 608-certified technicians per 40 CFR Part 82. Safe removal of designated equipment with all penetrations patched. Hazardous material protocols followed per base requirements. Site protected to prevent dust migration to adjacent spaces.

Phase 3 — Procurement & Installation

Days 43–130

Equipment ordered within 5 days of design approval (30-day lead time confirmed with Ferguson HVAC). New AHUs, fan coils, and piping installed per approved drawings. Chilled water connections made to retained chiller/pump including new isolation, balance, and air vents. All refrigerant work by EPA 608-certified techs.

Phase 4 — Testing, Commissioning & Closeout

Days 131–167

Certified TAB contractor tests and balances all air and water systems per ASHRAE 111. Controls sequences verified against approved SOO. Final inspection with COR no later than Day 162. As-builts, O&M manuals, warranties, and commissioning reports delivered within 5 days of approval. 2-hour O&M training for base facilities personnel.

Cape Fear Valley Medical Center — HVAC Replacement

Complete HVAC replacement for a 180,000 sq ft hospital wing. Included chiller plant integration, 4 new air handling units, DDC controls upgrade, and BAS integration.
